setting timezone to UTC fixes the time in the system clock but breaks it everywhere else

my friend is running fedora and for some reason her system time when set to automatic time and manually set to Australia/Brisbane is offset by +10:00 hours from brisbane time. does anyone have any ideas what could be going on?
